The upgrade test currently tests an upgrade from the latest released version of cert-manager to tha master branch. This is useful, but it would also be helpful to test upgrades from other versions. Notably, we'd like to test upgrades from the v1.12.x releases to more modern versions, so we can be confident that people will be able to upgrade from the free LTS release to a supported version when v1.12.x reaches EOL.
