* Make WinHTTP transport adapter to NOT use SSL/TLS for unsecured HTTP connections

* Update changelog for identity as well

* LocaleInvariantCaseInsensitiveEqual + micro-optimization to avoid creating&allocating std::string each time

* Update sdk/identity/azure-identity/CHANGELOG.md
