Auto update package versions upon release generation (#52)
* Auto update package versions upon release generation
- Adapted from .Net package incrementing
 - https://github.com/Azure/azure-sdk-for-net/blob/master/eng/Update-PkgVersion.ps1
- Seed Changelog file to allow updates to happen
