### _Why are the changes needed?_ add two conditions to decide if we should add shuffle. 1. make sure AQE is enabled, otherwise it is no meaning to add a shuffle 2. try to reduce the performance regression if add a shuffle for condition 2: we do not add shuffle if the original plan does not have shuffle ### _How was this patch tested?_ - [x] Add some test cases that check the changes thoroughly including negative and positive cases if possible - [ ] Add screenshots for manual tests if appropriate - [ ] [Run test](https://kyuubi.apache.org/docs/latest/develop_tools/testing.html#running-tests) locally before make a pull request Closes #3962 from ulysses-you/no-shuffle.
