### _Why are the changes needed?_ Upgrade all outdated Apache Commons series dependencies released in 2020 to the latest versions released in 2021. - bump `commons-io` from 2.8.0 to 2.11.0 (release notes: https://commons.apache.org/proper/commons-io/changes-report.html#a2.11.0) - bump `commons-lang3` from 3.10 to 3.12.0 (release notes: https://commons.apache.org/proper/commons-lang/changes-report.html#a3.12.0) ### _How was this patch tested?_ - [ ] Add some test cases that check the changes thoroughly including negative and positive cases if possible - [ ] Add screenshots for manual tests if appropriate - [ ] [Run test](https://kyuubi.apache.org/docs/latest/develop_tools/testing.html#running-tests) locally before make a pull request Closes #4132 from bowenliang123/bump-apache-commons.
