### What changes were proposed in this pull request? This PR is part of [CIP17: Interruption Aware Slot Selection](https://cwiki.apache.org/confluence/display/CELEBORN/CIP-17%3A+Interruption+Aware+Slot+Selection). It makes the changes in the slot selection logic to prioritize workers that do not have interruption "soon".
