Fix commitInfo NPE in LifecycleManagerCommitFilesSuite. Not all the workers are assigned slots. 2. Add `assert` in the logic of judgement. ### Why are the changes needed? Errors in CI.  ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? Existing CI. Closes #3001 from zaynt4606/clb1778.
