…eful is disabled ### What changes were proposed in this pull request? Worker should report WorkerLost instead of WorkerUnavailable in it's shutdown hook if graceful shutdown is disabled. ### Why are the changes needed? To avoid unnecessary commit file requests from lifecycle manager since it's not graceful shutdown. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested?
