Add cppProto (TransportMessages.proto, softlinked as TransportMessagesCpp.proto) to cppClient

### Why are the changes needed?
To support proto in cppClient and align with java's definition.

### Does this PR introduce _any_ user-facing change?
No.

### How was this patch tested?
Compilation.
