Update base docker image to ubuntu 24.04 (noble)

### Why are the changes needed?

Current used ubuntu 20.04 is close to end-of-life

### Does this PR introduce _any_ user-facing change?

no

### How was this patch tested?

Tested on our celeborn installation

Closes #3143 from jesusch/CELEBORN-1901-update-docker-base-image.
