Update celeborn conf to add S3 in default and doc for policy
### What changes were proposed in this pull request? Add S3 type in evict and create policies Add S3 type in list of default evict and create policy ### Why are the changes needed? To align with other types ### Does this PR introduce _any_ user-facing change? No ### How was this patch tested? Closes #3218 from ashangit/nfraison/doc_s3.
